Salix Finance has been supporting the public sector in its decarbonisation efforts since 2004. Over the years, Salix has administered over £2.7 billion in funding, helping deliver more than 21,500 projects, saving 1.1 million tonnes of CO₂ annually.
As part of the UK Government’s push for net zero, Salix offers interest-free loans for energy efficiency projects that deliver measurable savings. These loans are typically repaid using the cost savings generated by the energy improvements, helping organisations upgrade their facilities without incurring additional financial burden.

Who is Eligible for Salix Funding?
Salix funding is available to:
- Local authorities (e.g., Wiltshire Council)
- NHS trusts (e.g., Birmingham City Hospital)
- Schools and universities
- Emergency services
- Central government departments & non-departmental public bodies (e.g., Fleetwood Market via Historic England)
Funding Availability – Phase 4 Public Sector
The UK Government has allocated £1.17 billion for public sector decarbonisation in Phase 4 of the Salix funding scheme:
- £670 million in 2025/26
- £300 million in 2026/27
- £200 million in 2027/28
A portion of these funds will support Trailblazer projects with the Greater Manchester and West Midlands Combined Authority.
Eligibility Criteria
To qualify for Salix funding, projects must:
- Deliver measurable energy savings
- Be financially viable
- Be completed within a reasonable timeframe
